El Salvador to Send 2,000 Soldiers to Haiti as Elections Delayed to July 2027

El Salvador plans to send more than 2,000 soldiers to Haiti to search for four missing Salvadoran troops and fight armed gangs, as Haiti postpones its long awaited elections again, this time to July 2027.

El Salvador's Foreign Ministry announced the deployment on Wednesday, the same day Haiti's electoral authorities moved the first round of presidential and parliamentary elections from 13 December to 18 July 2027. A second round, along with local polls, is set for 4 October 2027.

Main News Report: El Salvador Sends 2,000 Troops as Haiti Delays Elections

Al Jazeera reported that the four Salvadorans, aviation technicians serving with an international security mission supporting Haitian police, disappeared on 18 October after armed men ambushed their vehicle in Croix-des-Bouquets, east of the capital Port-au-Prince.

President Nayib Bukele has already sent troops to help find them. In an 21 October post on X, written in Haitian Creole, he threatened to destroy Haiti's gangs if they did not release the missing personnel. On Wednesday he spoke by telephone with Haitian Prime Minister Alix Didier Fils-Aime, and Fils-Aime's office said they had agreed to strengthen cooperation on rescue efforts and security operations.

Reuters reported that El Salvador's Foreign Ministry said Bukele intends to deploy more than 2,000 troops, but has not clarified their command structure, length of stay, or exactly what they will be doing.

It is still unclear whether the extra Salvadoran troops will join the United Nations backed Gang Suppression Force, a multinational mission assisting Haitian police against gangs, or operate separately.

Background Context: A Country Without Elections Since 2016

Haiti has held no elections since 2016, and its last president, Jovenel Moise, was assassinated in 2021. Since then, one transitional authority after another has delayed a return to voting, saying insecurity makes a fair vote impossible as armed groups expand the areas they control.

Foreign troops have served in Haiti under UN backed security arrangements since 2024, partly to create safer conditions for elections. In July, Haiti's electoral council scheduled the long awaited vote for 13 December, but earlier this month it said it was reviewing its schedule, without giving a new date. Wednesday's announcement finally set the new calendar.

The delay is another setback to restoring elected government in a country where gang violence has made even preparing for voting dangerous. Gang controlled roads make it hard to reach registration centres, and violence has forced many people from their homes.

Fewer than 900,000 people had registered by Wednesday, the Miami Herald reported, out of 6.5 million Haitians holding the identity cards needed to enrol. The council extended deadlines for candidates to register and introduced online voter registration to try to lift that number.

Reactions and Statements: Hunger, Gangs and a Rescue Mission

The human cost behind the politics came into sharp focus on Wednesday. An international food security assessment released the same day found that 5.94 million Haitians face acute hunger, including 1.8 million in emergency conditions, as violence disrupts farming and food deliveries. The number facing acute hunger is projected to rise to 6.35 million by mid 2027.

Bukele's government has framed the deployment as a rescue mission first and an anti gang operation second. But the lack of detail about command and duration has raised questions, including whether a force of this size operating outside the UN backed mission could complicate the work of the multinational force already on the ground.

Haiti's prime minister's office, for its part, welcomed closer cooperation with El Salvador on the rescue and on security operations, without giving further detail.

Why This News Matters: 2,000 Troops, 900,000 Voters, 5.94 Million Hungry

Here are the figures that show why this story matters:

  • More than 2,000 soldiers: the force El Salvador plans to send to Haiti.
  • 4 missing troops: Salvadoran aviation technicians ambushed on 18 October, whose fate started this deployment.
  • 18 July 2027: the new date for Haiti's first round of elections, moved from 13 December.
  • Fewer than 900,000 registered voters: out of 6.5 million Haitians with the identity cards needed to enrol.
  • 5.94 million people: facing acute hunger in Haiti, a number set to rise to 6.35 million by mid 2027.

In plain words, acute hunger means not having enough food to live a healthy life, and emergency conditions mean families are going days without proper meals. When nearly half a country faces that, elections are not just a political event. They are the first step back to a government that can answer for roads, food and safety, and every delay pushes that step further away.

Future Developments: What to Watch Next

Watch for four things. First, whether the four missing Salvadorans are found, and whether that changes the size or mission of the deployment. Second, whether El Salvador explains how its troops will work alongside the UN backed force, or outside it. Third, whether voter registration climbs now that deadlines have been extended and online registration is open. Fourth, whether the July 2027 date holds, or whether Haiti's elections slip again, as they have so many times since 2016.
