Maldives President Muizzu Arrives in Islamabad for First State Visit to Pakistan in 11 Years

ISLAMABAD: Maldives President Dr Mohamed Muizzu arrived in Islamabad on Tuesday for a three-day state visit to Pakistan, state-run Radio Pakistan reported, marking the first visit by a Maldivian president to the country in eleven years as Islamabad and Malé celebrate 60 years of diplomatic relations.

  • Who has arrived: Maldives President Dr Mohamed Muizzu, on a three-day visit from 20 to 22 October, at the invitation of Prime Minister Shehbaz Sharif
  • Advance delegation: led by Foreign Minister Iruthisham Adam and comprising cabinet ministers and senior officials, the Maldivian delegation arrived in Islamabad earlier on Tuesday ahead of the president
  • Airport reception: the delegation was received by the Foreign Office spokesperson, the Director General (South Asia and Saarc), the Maldivian high commissioner to Pakistan and the Pakistani high commissioner to the Maldives, the FO said
  • First in 11 years: the last visit by a Maldivian president was former president Abdulla Yameen Abdul Gayoom's two-day state visit on 6–7 May 2015, at the invitation of then-premier Nawaz Sharif

Main News Report

President Muizzu's arrival on Tuesday formally opens the three-day state visit announced by the Foreign Office at the weekend, Dawn reported, citing state-run Radio Pakistan. The visit is the first by a Maldivian head of state since 2015 and coincides with the 60th anniversary of the establishment of diplomatic relations between Pakistan and the Maldives in 1966.

According to the Foreign Office statement, President Muizzu will meet President Asif Ali Zardari, who will host a state banquet in his honour, and will hold "restricted and delegation-level" talks with Prime Minister Shehbaz Sharif. During the talks, the two leaders will "review the entire spectrum of bilateral relations and explore avenues for further strengthening cooperation in trade, investment, health, education, tourism, agriculture, defence, maritime security, climate change and people-to-people exchanges". They will also exchange views on regional and international developments of mutual interest, the statement added.

Background Context

The visit was announced through a Foreign Office curtain-raiser over the weekend, with the state-run media noting the 11-year gap since the last presidential visit. Former president Abdulla Yameen Abdul Gayoom's 2015 trip was a two-day state visit extended by then-prime minister Nawaz Sharif. PakInsight Hub reported the announcement on 19 October, when the Foreign Office confirmed that President Muizzu would be accompanied by a high-level delegation of cabinet ministers and senior officials.

The 60th anniversary of diplomatic relations, established in 1966, provides the backdrop for the trip. Pakistan and the Maldives have traditionally maintained friendly ties within South Asian regional frameworks, and Islamabad has in recent years sought to deepen engagement with smaller South Asian and Indian Ocean nations.

Reactions and Statements

The Foreign Office's statement set an expansive agenda: the leaders are expected to review "the entire spectrum of bilateral relations" and explore cooperation across trade, investment, health, education, tourism, agriculture, defence, maritime security, climate change and people-to-people exchanges. "A number of agreements and memorandums of understanding (MoUs) covering diverse areas of bilateral cooperation are expected to be signed during the visit," the statement said.

A Pakistan–Maldives Business Forum will also be held during the visit to promote interaction between the two countries' business communities and explore opportunities for trade and investment, according to the Foreign Office.

Why This News Matters

  • Ending an 11-year drought: the absence of a Maldivian presidential visit since 2015 left a visible gap in Pakistan's South Asian diplomacy; Muizzu's arrival restores head-of-state contact
  • 60th anniversary momentum: the timing, during the 60th year of diplomatic relations, gives both sides a symbolic platform to announce concrete outcomes
  • MoUs on the table: the Foreign Office's explicit mention of "a number of agreements and MoUs" signals that this is a working visit with deliverables, not just protocol
  • Maritime and climate stakes: for an island nation facing existential climate risks, defence and maritime security cooperation plus climate change on the agenda give the talks substance beyond trade
  • Regional signalling: as Pakistan hosts SCO leaders in Dushanbe this week and presses its US–Iran mediation, an active South Asian outreach bolsters Islamabad's diplomatic posture

Future Developments

The state banquet hosted by President Zardari and the restricted and delegation-level talks with Prime Minister Shehbaz Sharif will be the visit's centrepieces. The Pakistan–Maldives Business Forum, with business communities from both countries, could produce investment leads that the MoUs will then formalise. Watch for the joint statement at the end of the three days — the number and scope of the agreements signed will determine whether this visit becomes a genuine reset or remains a ceremonial first in over a decade.

President Muizzu returns home on 22 October. Any announcements on visa facilitation, direct connectivity or defence cooperation would be the clearest measures of success when the visit concludes.
