CM Murad Ali Shah Orders Full Implementation of Mir Raza Judicial Commission Report, Cabinet Makes Findings Public
KARACHI: Sindh Chief Minister Syed Murad Ali Shah has ordered the full implementation of the recommendations made by the judicial commission that probed the death of Karachi businessman Mir Raza Ali, after a four-member cabinet subcommittee briefed him on its preliminary review of the damning report, Aaj News reported on Wednesday.
Main News Report
The subcommittee's members met the chief minister on Wednesday and presented their preliminary recommendations following their first detailed review meeting on the commission's findings, according to Aaj News. CM Shah directed that all the committee's recommendations be implemented in full, and that the judicial commission's own recommendations would be acted upon.
The four-member subcommittee comprises Local Government Minister Syed Nasir Hussain Shah, Home Minister Zia-ul-Hassan Lanjar, Labour and Human Resources Minister Saeed Ghani, and Advocate General Sindh Jawad Dero. The panel was constituted to oversee the implementation of the commission's findings and to facilitate the notification of a fresh Joint Investigation Team (JIT) into the case, The News reported.
Separately, the Sindh cabinet on Tuesday approved making the judicial commission's report public. The decision, taken at a cabinet meeting chaired by CM Shah at the Chief Minister's House, directs officials to upload the document to the Home Department's website, Abb Takk News and ARY News reported. The chief minister also ordered that a copy of the findings be provided immediately to Mir Raza's family.
- Full implementation: CM Murad Ali Shah orders every recommendation of the judicial commission to be acted upon, Aaj News reported.
- Report goes public: Cabinet approves release of the probe report, to be uploaded to the Sindh Home Department's website, with a copy handed to the victim's family.
- Oversight panel: Four-member subcommittee — Zia-ul-Hassan Lanjar, Syed Nasir Hussain Shah, Saeed Ghani and AG Sindh Jawad Dero — to oversee implementation and the JIT notification.
- The report: Submitted in seven sealed envelopes after 15 hearings and the examination of 49 witnesses, Minute Mirror reported.
Background Context
Mir Raza Ali, 25, went missing from Karachi's PECHS area on July 28 after leaving home in an online taxi at about 4:09am. His body was found two days later in bushes in Gulistan-e-Jauhar with a gunshot wound, Aaj News reported.
Police initially counted suicide among the possible explanations, but the family maintained that he had been abducted, tortured and murdered. A Karachi court ordered the exhumation of the body on August 6, and a second post-mortem was conducted on August 8 by a medical board after a dispute over the board's composition was resolved, Aaj News reported.
In August, the Sindh government approached the chief justice of the Sindh High Court to request a judicial commission to examine whether the investigation had been conducted impartially and in accordance with the law. The one-member commission, headed by a Sindh High Court judge, completed its proceedings in early October and submitted its report to the Sindh government in a sealed envelope on October 15, Aaj News reported.
The commission's report — which PakInsight Hub covered on October 21 — described the police investigation as an "epic failure", said an active cover-up in the initial stages could not be conclusively ruled out, and questioned the suicide theory, citing the medical board's finding of a gunshot wound to the back, Dawn reported. At the family's request, it recommended a JIT headed by Deputy Inspector General Irfan Baloch, with senior representatives of the Inter-Services Intelligence, the Intelligence Bureau, the Sindh Rangers and the National Cyber Crime Investigation Agency, alongside an FIA-led inquiry into police conduct.
Reactions and Statements
CM Shah directed the subcommittee to ensure that all its recommendations were implemented in full, Aaj News reported, adding that the judicial commission's recommendations would be acted upon.
Senior Minister Sharjeel Inam Memon announced on X that the government would release the report on Tuesday, reaffirming the provincial government's commitment to transparency, accountability and the rule of law, Minute Mirror reported.
Mir Hussain Ali, the victim's father, speaking outside a court on Monday alongside the family's lawyer, advocate Jibran Nasir, demanded the formation of a JIT, accused the police of negligence, and said the commission's findings had validated the family's longstanding concerns, ARY News reported. He called for the report to be handed to the family and made public, and for strict departmental and legal action against the officials found responsible.
The commission itself observed that key physical evidence had been compromised, and said a comprehensive, intelligence-led investigation was necessary to bring the case to a logical conclusion, Aaj News reported.
Why This News Matters
Making the report public — uploading it to the Home Department's website — puts the full findings of a judicial probe into a high-profile death in the open, a transparency step the victim's family had demanded for weeks. For Karachi's residents, who watched the police narrative of suicide collapse under the commission's scrutiny, the CM's order is the first concrete signal that the "epic failure" finding will carry consequences rather than gather dust.
The proposed multi-agency JIT — drawing on the ISI, the IB, the Rangers and the NCCIA — is designed to restore public confidence and end the speculation that has dogged the case since July. And the subcommittee's mandate to oversee implementation means any action against officials found responsible will be tracked at the cabinet level.
Future Developments
Watch for the subcommittee to submit its recommendations to the chief minister "at the earliest" — they will then be placed before the next provincial cabinet meeting for consideration, according to the official notification carried by The News. The notification of the JIT headed by DIG Irfan Baloch is expected to follow.
The report itself should appear on the Sindh Home Department's website, with a copy delivered to the family. PakInsight Hub will continue to track this developing story.
